Fisheries and Oceans Canada – Quebec Region announces the opening of the 4RST Atlantic Halibut fishery for the licence holders of the Gaspé fixed gear fleet of less than 13.71 m from the Lobster fishers group.
The fishery of an allocation of 43 t, under a competitive regime with individual maximum catch limit (IMCL), will be authorized from July 13, 4:30 AM to July 17, 12:00 PM (noon) (EDT).
Given the number of fishermen who notified the Regroupement des pêcheurs professionnels du sud de la Gaspésie (RPPSG) of their interest in participating in this fishery, an initial Individual maximum catch limit catch limit (IMCL) of 800 kg was established.
Only longline is authorized, with a maximum of 1500 hooks.
Fishers are advised of the closure of part of the 4T area, considering the excessive by-catch of cod, within the straight lines delineated by the following points:
1 49°02’00" N 64°10’00" W
2 48°31’00" N 62°37’00" W
3 48°23’00" N 63°08’00" W
4 48°46’00" N 64°10’00" W
5 49°02’00" N 64°10’00" W
Fishers are allowed to use a boat with a length less than 15.24 m regardless of their licence category or cubic number. In order to limit the potential latent fishing effort, no vessel rental will be authorized, unless exceptional circumstances.
If another opening is required, the residual allocation will be distributed, based on the same IMCL, by a draw amongst the licence holders that will have participated in the first opening.
Other management measures will be specified in the 2017 Conservation Harvesting Plan approved on July 12, 2017.
Fishers who registered for this fishery to the RPPSG will automatically receive their Conditions of licence online July 12. To obtain their Conditions of licence, fishers must access the National Online Licensing System.
