Notice to Fish Harvesters - 2017-07-19

OTHERS Fishers group

Gaspé – July 19, 2017

Fisheries and Oceans Canada – Quebec Region announces the opening of the 4RST Atlantic Halibut fishery for the licence holders of the Gaspé fixed gear fleet of less than 13.71 m from the Others fishers group.

The fishery of an allocation of 23 t, under a competitive regime with individual maximum catch limit (IMCL), will be authorized from July 21, 4:30 AM to July 26, 18:30 PM (EDT).

Given the number of fishermen who notified their interest in participating in this fishery, an Individual maximum catch limit catch limit (IMCL) of 1241 kg was established.

Only longline is authorized, with a maximum of 1500 hooks.

Fishers are advised of the closure of part of the 4T area, considering the excessive by-catch of cod, within the straight lines delineated by the following points:

                                                1          49°02’00" N      64°10’00" W

                                                2          48°31’00" N      62°37’00" W

                                                3          48°23’00" N      63°08’00" W

                                                4          48°46’00" N      64°10’00" W

                                                5          49°02’00" N      64°10’00" W

In order to limit the potential latent fishing effort, only vessel rentals between licence holders of the Others group will be authorized. For the same reason, the number of hooks authorized for the Atlantic Halibut fishery is limited to 200 for groundfish licence holders for which no directed fishery groundfish landings have been recorded in the past 10 years.

If another opening is required, the residual allocation will be distributed, based on the same IMCL, by a draw amongst the licence holders that will have participated in the first opening.

Other management measures will be specified in the 2017 Conservation Harvesting Plan approved on July 19 2017.

Fishers who registered for this fishery to the RPPSG will automatically receive their Conditions of licence online July 20. To obtain their Conditions of licence, fishers must access the National Online Licensing System.
