OPENING OF THE 4RST ATLANTIC HALIBUT - GASPÉ FIXED GEAR FLEET OF LESS THAN 13.71 METRES - LOBSTER FISHERS GROUP (A125)
Gaspé – July 5, 2018
Fisheries and Oceans Canada – Quebec Region announces the opening of the 4RST Atlantic Halibut fishery for the licence holders of the Gaspé fixed gear fleet of less than 13.71 m from the Lobster fishers group.
The fishery of an allocation of 45.292 t, under a competitive regime with individual maximum catch limit (IMCL), will be authorized from July 6, 4:30 AM to July 25, 11:59 PM (EDT).
Given the number of fishermen who notified their interest in participating in this fishery, an Individual maximum catch limit catch limit (IMCL) of 776 kg was established.
Only longline is authorized, with a maximum of 1500 hooks.
Also, with reference to the Notice to fish harvesters issued on March 15, 2018, additional management measures to reduce interactions with the North Atlantic Right Whale and to report any interactions with marine mammals are now effective in all Quebec fisheries. In addition, when fishing in a sector that is the subject of a Notice of Closure under the North Atlantic Right Whale Right Protocol announced by Notice to Fish Harvesters on April 27, 2018 or in the static closure area, (coordinates are shown below), licence holders must have the obligation to monitor their fishing gear at all times, must retrieve all their fishing gear from the water as soon as a North Atlantic Right Whale is observed in their fishing area and all gear must be removed from the water before each return to the port.
The static closure area is the portion of 4T groundfish fishing division within the straight lines joining the following points:
1. 48° 00' 00" N 64° 20' 00" W
2. 48° 00' 00" N 63° 10' 00" W
3. 47° 20' 00" N 63° 10' 00" W
4. 47° 20' 00" N 64° 20' 00" W
5. 48° 00' 00" N 64° 20' 00" W
Fishers are advised of the continued temporary closure of part of the 4T area, considering the excessive by-catch of cod, within the straight lines delineated by the following points:
1. 49°02’00" N 64°10’00" W
2. 48°31’00" N 62°37’00" W
3. 48°23’00" N 63°08’00" W
4. 48°46’00" N 64°10’00" W
5. 49°02’00" N 64°10’00" W
Other management measures are grouped into the 2018 4RST Atlantic Halibut Conservation Harvesting Plan (CHP) applies to the Gaspe peninsula fixed gear fleet of less than 13.71 m licence holders of the Lobster fishers group approved July 4, 2018.
