ATLANTIC HALIBUT 4RST COMPETITIVE FISHERY
LOWER NORTH SHORE EASTERN SECTOR - FIXED GEAR FLEET

Fisheries and Oceans Canada – Quebec Region solicits the 4RST Atlantic Halibut fishers of Lower North Shore Est sector, fixed gear fleet under competitive regime based from Old Forth to Blanc-Sablonto file their interest to participate to the fishery.
As stipulated in the Notice to Fish harvesters issued on August 23, 2017, concerning the forgiveness granted to the fixed gear fleet in the eastern Lower North Shore, the individual maximum catch limit (IMCL) overruns that occurred during the 2017-2018 management year will be reconciled individually to the 2018-2019 management year. The allocation of Atlantic halibut available to the eastern sector of the Lower North Shore for fishing is 13.269 t including a carryover of 0.176 t the 2017-2018 season of the fixed gear fleet in the eastern Lower North Shore. Of this allowance, 1.969 t are reserved for incidental catches and 11.300 t are reserved for directed fishing.
In order to insure the respect and the monitoring of the available allocation, the following measures applies:
An Individual Maximum Catch Limit (IMCL) will be established according to the number of fishermen interested to take part to the fishery;
In the event of a second fishing period, only fish harvesters who participated to the first period and respected their IMCL will be eligible;
IMCL overruns incurred by a licence holder in 2018-2019 will be deducted by a one-to-one factor to the IMLC or to the IQ, if it is accured. It will be applied for next season.
Only longlines will be allowed. Other management measures for which the duration of fishing and the number of hooks allowed will be determined based on the number of participants and specified in the Conservation Harvest Plan.
Unless otherwise specified, the opening of the fishery will be on Wednesday, September 5th at 5 am 2018 (EDT). The fishery will last approximately 60 hours.
Also, with reference to the Notice to fish harvesters issued on March 15, 2018, additional management measures to reduce interactions with the North Atlantic Right Whale and to report any interactions with marine mammals are now effective in all Quebec fisheries. Fish harvesters who wish to participate to this fishery must ask for their Licence conditions through the National Online Licensing System (NOLS) at the latest on Tuesday, August 29th at 11:59 pm(EDT). No request received after this date will be taken into account.
