Fishery opening and temporary renewal of the 2017-2019 Conservation Harvesting Plans
Quebec –June 7th, 2019
Fisheries and Oceans Canada – Quebec region announces the opening of the Atlantic Halibut fishery for fixed gear fleets under individual transferable quota (ITQ) of Gaspé.
As announced in the May 10, 2019 Notice to Fish Harvesters, the Atlantic Halibut interim total allowable catches (TAC) is established at 650 t. In accordance with the implementation of quota reconciliation, ITQs will be adjusted, if applicable.
The fishery will be authorized from June 8th 2019 at 4:30 a.m. Eastern Daylight Time (EDT). Please note that the opening of the competitive fishery will occur only when the official TAC is announced.
Until the announcement of the official TAC and the publication of the 2019-2021 Conservation Harvesting Plans (CHP), the 2017-2019 CHP are renewed. However, please take note of the following management measures:
· On March 6, 2019, Fisheries and Oceans Canada created, jointly with the Quebec government, the Banc-des-Américains Marine Protected Area (MPA) in order to the ensure the conservation and protection of this marine ecosystem.
Provisions of the Banc-des-Américains Marine Protected Area Regulations apply to licence holders. In order to comply with them, please refer to the clauses that apply to your fishing activities: http://www.gazette.gc.ca/rp-pr/p2/2019/2019-03-06/html/sor-dors50-eng.html
· Changes have been made to the management measures to minimize the risks of interactions with North Atlantic Right Whales, as well as the requirement to report lost and retrieved gear. · Licence holders are advised of the continued temporary closure of part of the 4T division for the Atlantic Halibut directed fishery, considering the excessive by-catch of cod previously observed. This area will remain closed until further notice, and is bounded by straight lines delineated by the following points:
1. 49°02’00" N 64°10’00" W
2. 48°31’00" N 62°37’00" W
3. 48°23’00" N 63°08’00" W
4. 48°46’00" N 64°10’00" W
5. 49°02’00" N 64°10’00" W

Please note that the Conditions of licence will be valid until June 30th, considering the interim TAC.
