OPENING 4RST GREENLAND HALIBUT - GASPÉ FIXED GEAR FLEETS OF THE LESS THAN 13.71 METRES

Fisheries and Oceans Canada – Quebec region announces the opening of the 4RST Greenland Halibut fishery for the licence holders of the Gaspé fixed gear fleet of less than 13.71 m under competitive regime.
In order to insure the respect and the monitoring of the available allocation, the following measures will be applied:
· A fully competitive fishing regime will be in place for the 2019-20 summer season;
· A vessel category number will be assigned and incorporated into each participant's licence condition;
As a result of discussions with industry representatives, the fishery of an allocation of 125.6 t, under a competitive regime will be authorized from July 5, 2019, 4:30 AM to August 17, 2019, 11:59 PM (EDT).
A maximum number of 120 gillnets will be authorized, except for the traditional licence holders for the Snow crab fishery, at the exception of the area 12A, or the Lobster fishery of Gaspe, who will be limited to 60 gillnets.
No vessel leasing will be authorized between the fleet under competitive regime and the fleet under ITQ regime in a same management year.
DFO would also like to reiterate that it is the responsibility of the participant to comply with the bycatch limits specified in the Greenland Halibut Conservation Harvesting Plan. Failure to comply with these limits could result in fisheries closures and legal proceedings could be initiated.
Fishers wishing to participate in this fishery will be required to provide DFO with their gear tag numbers in order to receive their Conditions of Licence prior to the opening of the fishery. Other management measures in the Greenland Halibut Conservation Harvesting Plan 4RST 2019-2021, approved on May 27, 2019, remain unchanged in accordance with the discussions held at the Regional Greenland Halibut Management Committee (RGHMC) in April 2019.
