PRESENCE OF NORTH ATLANTIC RIGHT WHALE: NOTICE OF FISHERIES CLOSURES AND REOPENING 2019-08-14

Quebec – August 14, 2019

Fisheries and Oceans Canada - Quebec Region is providing a notice of reopening of nine grids that were previously closed due to the presence of North Atlantic Right Whales (NARW), as well as an update to a previously announced closure.

Although we take great care in ensuring that all sightings are thoroughly verified prior to being communicated, a closure announced on August 12, 2019 requires an update. Upon further review and extensive additional surveillance and patrol, the Department is confirming that the sighting in grid GV34 was seen in waters deeper than the 20 fathom shallow water protocol line. The closure announced on August 12th is therefore updated. The grid numbers remain the same, the water depth for this closure changes (waters deeper than the 20 fathom line). As per the Fisheries Dynamic Management Protocol, the following grids will be closing on August 14, 2019 at 4:00 pm Eastern Daylight Time (EDT) : GU35 (portion), GV33 (portion), GV34 (portion), GV35 (portion), GW33 (portion), GW34 and GW35.

The Department apologizes for any undue hardship the previous announcement may have caused and is taking steps to ensure such an error does not happen again in the future.

As previously announced please note that grids GK31 (portion), GL31 and GM31 will be closing on August 15, 2019 at 4:00 pm EDT.

Grids GT37 (portion), GU37, GU38, GU40, GU41, HA40, HB43, HB44 and HB45 will open on August 14, 2019 at 4:00 pm EDT.

Please note that grids GK32 (portion), GK33 (portion), GK34 (portion), GK35 (portion), GL32, GL33, GL34, GL35 (portion), GM32, GM33 (portion), GM34 (portion), GM35 (portion), GV39, GV40, GV41, GV42 (portion), GW38, GW39, GW40, GW41, GW42, GW46, GW47, GW48, GX38, GX39, GX40, GX41, GX42, GX46, GX47, GX48, GY38, GY39, GY40, GY41, GY46, GY47, GY48, GZ38, GZ39, GZ40, HA37, HA38, HA39, HC43, HC44 and HC45 remain closed.

The closures will remain in effect until further notice. In the event that areas are reopened, DFO will inform industry prior to their reopening.

The closures will be in effect for the following fisheries where the fishing seasons are currently opened: snow crab, toad crab, rock crab, lobster and whelk, Greenland halibut (fixed gear) and winter flounder (fixed gear). Closures will also be in effect for Atlantic halibut (fixed gear) and Mackerel (gillnets) when gears are left unattended.

Furthermore, it is reminded that it is the responsibility of the licence holder to take into account the marine safety notices issued, among others, by Environment and Climate Change Canada and Transport Canada, as well as the standards and best practices in marine safety, and to take all measures to ensure a safe fishery.
