CALL OF INTEREST AND OPENING 4RST ATLANTIC HALIBUT COMPETITIVE FISHERY GASPÉ FIXED GEAR FLEET OF LESS THAN 13.71 METERS OTHERS GROUP (A127)

Gaspé – August 23,2019

 

Fisheries and Oceans Canada – Quebec Region solicits the licence holders of the Gaspé Peninsula fixed gear fleet of less than 13.71 m of the Others group to file their interest to participate to the 4RST competitive Atlantic halibut fishery in 2019.

The quota allocated to that fleet is 25.571 t, 3 t of which are retained to cover by-catches and 22,571 t are assigned to directed fishery. Atlantic halibut directed fishery under competitive management regime with Individual maximum catch limits (IMCL) will be open from September 4, 2019.

The exact duration of the fishery and IMCL will be based upon the number of licence holders that will have filed their interest.

Fishers who participated to the fishery and exceeded their IMCL in 2018-19 will see their IMCL reconciled on an individual basis for the present fishing opening period.

If another opening period is required, the residual allocation would be distributed, based on the same IMCL, by a draw amongst the eligible licence holders who participated in the first opening period and have not exceeded their IMCL during the first 2019 fishing period.

 

In addition, fishers who exceeded their IMCL during the opening fishing period(s) in 2019, could see their IMCL, or their individual quota if there was a change in management regime, reduced by the equivalent of their overruns in the future fishing seasons.

 

Only longline is authorized, with a maximum of 1 500 hooks.

 

In order to limit the potential latent fishing effort, only vessel rentals between licence holders of the Others group will be authorized.For the same reason, the number of hooks authorized for the Atlantic Halibut fishery is limited to 200 for groundfish licence holders for which no directed fishery groundfish landings have been recorded in the past 10 years.

 

Other management measures such as the duration of the fishery will be specified in the 2019-20 Conservation Harvesting Plan which will be announced later.

 

Eligible fish harvesters who wish to participate into this fishery must indicate their interest to one or the other of the following organizations by phone or in person or through the National Online Licensing system, by requesting an Atlantic Halibut Licence conditions,before noon on August 29,2019. No demands received by phone at DFO will be taken into account.
