4RST ATLANTIC HALIBUT COMPETITIVE FISHERY

GASPÉ FIXED GEAR FLEET OF LESS THAN 13.71 METERS

Gaspé – September 3,2019

 

Fisheries and Oceans Canada - Quebec Region announces the opening of the competitive 4RST Atlantic Halibut fishery for the Gaspé fixed gear fleet of less than 13.71 m of the Others group.

 

The share allocated in 2019-2020 to licence holders in the Others group in Gaspésie is 25.571 t. A quota reconciliation of 7.621 t will be applied and the revised allocation is 17.95 t. Fishing under competitive fisheries management regime with maximum individual catch limit (MICL), will be authorized from September 5, 2019 at 5 am to September 13, 2019 at 11:59 pm (EDT).

 

Following the Notice of Interest published on August 23, 2019, 18 licence holders indicated their interest in participating in the first opening period. Considering the number of interested fishers as well as the IMCL exceedances achieved in 2018, the IMCL established, before individual reconciliation, is 898 kg.

 

It should be noted that Atlantic halibut fishery statistics for the year 2019-2020 will not be considered in the event of a change in the fisheries management regime.

 

Only longline is authorized, with a maximum of 1 500 hooks.

 

In order to limit the potential latent fishing effort, only vessel rentals between licence holders of the Others group will be authorized.For the same reason, the number of hooks authorized for the Atlantic Halibut fishery is limited to 200 for groundfish licence holders for which no directed fishery groundfish landings have been recorded in the past 10 years.

 

Fishers are asked to note the continued temporary closure of part of Area 4T, considering the excessive by-catch of cod within the straight lines delineated by the following points:

                                    4 48°46'00" N 64°10'00" W

                                    5 49°02'00" N 64°10'00" W

 

In addition, please note that under the Quebec Region Variation Order 2019-Q-058 and the Aboriginal Communal Fishing Licences Regulations, fishing for Atlantic halibut is also prohibited in groundfish subdivisions 4S1 and 4S2.

 

It should be noted that the cod bycatch limit authorized under the Atlantic Halibut Conservation Harvesting Plan (CHP) has been reduced to 10% or 15 kg per fishing trip in divisions 4RS. DFO would also like to reiterate that it is the responsibility of the participant to comply with the bycatch limits specified in the Atlantic Halibut CHP. Failure to comply with these limits could result in fishing closures and legal proceedings could be initiated.

 

Other management measures are included in the 2019-2020 4RST Atlantic Halibut Conservation Harvesting Plan approved on June 17, 2019.
