CHANGE IN THE QUOTA RECONCILIATION PROCEDURE FOR QUEBEC FISH HARVESTERS (2015-12-21)

Fisheries and Oceans Canada (DFO) – Quebec Region announces that a change in the quota reconciliation procedure for Quebec fish harvesters takes effect today. It affects only crustaceans and molluscs licence holders under IQs and ITQs.
The quota reconciliation for crustaceans and molluscs was introduced in 2011. It is an administrative process stating that quota overruns for one year are deducted from quotas for the following year. Fish harvesters are responsible for monitoring their quotas to ensure that catches from their fishing activities fall within their allocations.
With four years of experience in applying quota reconciliation and given that the fish harvesters have managed their quotas very well, DFO no longer sees the need to send a letter before the end of the management year to inform those who have quota overruns.
DFO will however continue to inform fish harvesters whether or not reconciliation will be applied to their individual quotas through an information note attached to their conditions of licence available through the National Online Licensing System.
This change in procedure will be in effect for all species under IQs or ITQs except for the groundfish fisheries. Given the late announcement of this change, DFO will exceptionally allow temporary ITQ transfers to be registered until January 21, 2016 instead of December 31, 2015.
DFO will review this procedure at the end of the 2016 season and will inform the industry if other modifications are required.
